While Arimaspi cannot be hit with melee attacks itself, once enough damage has been dealt, it will spawn Lesser Arimaspi. These can be hit by melee attacks and proc'd.
An all-offensive Trust caster party can easily kill Arimaspi. See Offensive Casters.
As is the case with other flying Abyssea NMs, Cyclone will hit Arimaspi, even though it's flying.
