This item is obtainable by planting a Cactuar Root in your Mog Garden Furrows.
You can obtain this item from a Tahrongi Cacti in Tahrongi Canyon (F-6) if the quest Say It with Flowers is currently active. If you've completed it, you will have to flag the beginning sequence again to get the Tahrongi Cactus. Otherwise, clicking it just yields "The flowers have poisonous-looking buds."
