Marjory unlocks the Records of Eminence questline Filled to Capacity after completing the following requirements:
- Completed the Records of Eminence Quest 3 category up to and including Eliminate Your Apathy.
- Possess
Job breaker. - Possess 86 Trusts, excluding Unity Leaders, Cornelia, and Matsui-P.
Note: If you meet the requirements above and she still doesn't want to speak with you, try speaking with Jamal in case there is a pending cutscene to complete first.
After completing Way Over Capacity, speak to Marjory again while possessing a Cipher bracelet to obtain 
Marjory's Thesis for a one-time 200 Alter Ego Points reward.
