This effect normally means that you have a -chance- to gain a 10% cure potency above the 50% cap. The Hachirin-no-Obi ensures this effect is 100%. The Chatoyant Staff adds an additional 10% cure potency that the obi now guarantees giving you a whopping 15% above the existing 50% cap making this the ideal curing set.
